Lagos seals Shoprite outlet at Ikeja City Mall over alleged tax non-compliance

Lagos State Government has sealed a Shoprite outlet at Ikeja City Mall (ICM) for over two weeks over alleged failure to meet statutory tax obligations, disrupting shopping during the Yuletide season.

The Lagos State Internal Revenue Service (LIRS) pasted a notice of non-compliance at the premises, citing violations under the Personal Income Tax Act.

The outlet remains closed pending full compliance, with LIRS warning that tampering with the seal constitutes an offence punishable by fines or imprisonment.

The sealing occurred around Dec. 8, 2025, amid heightened holiday demand in Lagos.

Shoppers reported empty shelves prior to the action, linked to broader retail challenges for Shoprite Nigeria under Ketron Investment Limited.

No official statements have emerged from Shoprite management or LIRS on reopening timelines as of Dec. 29.

Residents expressed frustration over the closure of this accessible Ikeja location for festive purchases.

One shopper noted: “Amid Christmas celebrations, this has really affected our plans.”

Many turned to crowded alternatives amid economic pressures.

The notice invokes Section 94 of the Personal Income Tax Act (2011, as amended), threatening pecuniary penalties and jail terms for non-compliance.

LIRS emphasised enforcement of tax laws during the festive period.

This follows a refuted Lekki outlet sealing claim in November.

Shoprite faces ongoing issues, including closures in Abuja, Kano, Ilorin, and Ibadan, amid a “business model reset” with 80 per cent local sourcing.

The incident highlights tensions between tax enforcement and retail operations in Lagos.
