Implemented in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF), the initiative enrolled 45,000 to 54,000 learners per course across four core modules: Digital Awareness; Using Computers and Mobile Devices; Digital Content Creation, Communication and Collaboration; and Digital Safety and Security.

The 2025 Final Report showed 65-75 per cent workforce coverage, with completion rates of 38-45 per cent rising in advanced modules, reflecting growing commitment and digital readiness among participants.

Kashifu Inuwa, Director General of NITDA, highlighted the Cisco Networking Academy collaboration during a courtesy visit to OHCSF, noting its role in delivering accessible training that builds pathways to advanced skills like cybersecurity and programming starting 2026.

Large MDAs such as the Ministries of Education and Defence led enrolments, while smaller agencies hit over 70 per cent completion through strong ICT leadership and Digital Literacy Champions.

NITDA outlined focus areas including role-based skills, institutionalising Digital Literacy Champions, dashboard-driven monitoring, and certification pathways to hit 70 per cent literacy by 2027.

Inuwa affirmed DL4ALL’s transformative impact on public sector efficiency and citizen-centred governance.

Mrs. Hadiza Umar, NITDA’s Director of Corporate Communications, signed the update emphasising sustainable capability enhancement.
