U.S. Congresswoman Lauren Boebert is facing an ethics complaint alleging that she had inappropriate relationships with three former members of her congressional staff and allegedly paid one of them $200,000 to keep the matter confidential.
The complaint was filed on Sept. 17 by investigative journalist David Wheeler and names former district director Clarice Navarro, district chief of staff Raven Finegan and former chief of staff Jeffrey Small.
According to the complaint, Boebert’s alleged relationship with Navarro began in 2021 and continued until Navarro left her office in January 2025.
The complaint alleges that some of the encounters took place at Boebert’s district office, in a vehicle and in hotel rooms allegedly paid for by her campaign.
It further alleges that Boebert paid Navarro $200,000 in March 2025 after Navarro allegedly threatened to file an ethics complaint.
Boebert has denied the allegations.
“I’m not a lesbian or bisexual, and I have never, ever been in any inappropriate relationship, nor have I ever been sexually involved with any staff,” she said.
Her spokesman also rejected the allegations, describing them as false and accusing the complainant of attempting to manipulate the ethics process and generate publicity against the congresswoman.
Navarro has similarly denied the allegations, describing them as false and defamatory.
Wheeler said his complaint is supported by text messages, bank records and recorded conversations. However, the complaint reportedly relies in part on information from unnamed sources.
The allegations come months after Boebert drew attention for remarks she made on Capitol Hill in April while discussing sexual misconduct allegations involving lawmakers.
The ethics complaint has yet to establish the allegations as facts, and the claims remain disputed by Boebert and Navarro.
